e2studio and CS+ are the Renesas supported IDEs. Note that in Americas region, only e2studio is supported. You can also use Embedded Workbench for RL78.
Supported toolchains are Renesas CC-RL, IAR C/C++ Compiler for RL78, and LLVM for Renesas RL78. 3rd party IDEs and toolchains are supported by respective partner companies.

The following webpage describes the procedure for creating a C project using the Smart Configurator in e2studio IDE or in CS+.
(1) Select [File] → [New] → [Renesas C/C++ Project] → [Renesas RL78] to activate the project creation wizard.
(2) In the project creation wizard, select [Renesas RL78] → [Renesas CC-RL C Executable Project] or [LLVM for Renesas RL78 C/C++ Executable Project], and click on the [Next] button.
(3) Enter project information (Give the project a name – no spaces or special characters.). Click on the [Next] button to continue.
(4) Select the toolchain, device, and debug configuration. Click on the [Next] button. (e.g. Target Device: RL78G23 – 64 pins (Part number: R7F100GLGxFB))
